Dr. Elpert earned his dental degree from Loyola University School of Dentistry in Chicago, Illinois. He graduated with honors. These honors included graduating Cum Laude, as well as election to the Honorary Dental Society, Omicron Kappa Upsilon. He received honors in Operative Dentistry, Periodontics (gum care), Prosthodontics (crowns, bridges, partial dentures and dentures), and Endodontics (root canals) while attending dental school.

Since 1978, Dr. Elpert has been practicing in Madison, South Dakota. He is on the South Dakota Peer Review Committee as well as the South Dakota Forensic Dental Team (identification of deceased victims). Locally, Dr. Elpert serves as the Lake County Deputy Coroner. He is member of the Madison Housing Commission, Madison Area Chamber of Commerce, Madison Rotary Club, Madison Elks, and the St. Thomas Knights of Columbus. He also is on the Board of Directors of the Lake County Food Pantry, Inc.

Dr. Elpert enjoys spending time with his family including his wife Maxie, and daughters Brieanne and Lana. Brieanne is a graduate of Harvard Law and is currently practicing in Boston. Lana is currently studying medicine at Johns Hopkins in Baltimore. He also enjoys lake living, automobiles, biking, and jogging.
